This Week In Nebraska Politics

Random Ramblings and notes for you on a Friday:

  • The Douglas County Democratic Party got some good all around press coverage for the 2008 caucus. More from our own Catherine Leo at the NDP here. Kyle discusses the Republican response here.
  • In case you missed it: Jon Bruning blatantly ignores campaign finance laws and pays for a newspaper ad with soft money.
  • Lincoln City Councilman Dan Marvin is running for state legislature, for the seat that will be vacated by DiAnna Schimek.
  • Ben Nelson says it’s time to change course in Iraq, and the surge isn’t working.
  • Chuck Hagel may be making an announcement in the next couple of weeks announcing his retirement, but I’d venture a guess that it won’t be on a Saturday.
  • State Senator Mick Mines makes it another potential legislative target in Douglas County, announcing his resignation from the unicameral - District 18.
  • Mike Lux of Open Left writes on Bob Kerrey and Scott Kleeb’s potential plans for 2008, saying that Kerrey for Senate is generally a good thing, and that Kleeb’s probably going to shoot for a rematch against Adrian Smith.
  • Last week, Lee Terry called for Larry Craig to resign. No word from Adrian Smith yet on what he thinks of Senator Craig’s behavior.
  • The Nebraska GOP is already trying to attack Kerrey’s voting record. Not sure such a strategy will work since it only serves to remind voters that Bob Kerrey has a record. Experienced Leader versus Partisan Hack, Round 2? One thing Jon Bruning doesn’t have that Ricketts did is the boatload of cash.
  • Speaking of Ricketts, it seems that he’s angling to be the new National Committeeman for the Nebraska Republican Party, after Hal Daub resigned the post. Ricketts seems ready and willing to buy the Nebraska Republican Party. And given his track record of electoral success, I’m sure that he’ll achieve great things in the future.

Meanwhile, in the Unicam…

It’s been a while since we’ve taken a look at the unicameral (the folks over at Paging Power do a great job of that), but a few things have happened recently which are rather important, so I figured it merited our attention here.

First there’s LB 367, the “tax cut” package. While it’s not quite as regressive as Heineman’s initial proposal (of course, that’s not saying much), it’s still not good enough. Kyle has a good analysis of the whole situation at the New Nebraska Network.

Next, LB 405, which I was a huge proponent of, was tabled by the legislature. There wasn’t going to be any convincing Ernie Chambers that adding extra districts would be good for minority representation. It’s doubtful that they’ll revisit the extra council district idea anytime soon, but they really should. At this point, a state legislator represents about 20,000 fewer people than an Omaha City Councilman.

Finally, LB 641, which got first-round approval today by a vote of 42-0. The learning community idea bothers me a lot, still, and adding a new level to the administration of this plan seems to accomplish the exact opposite of its goal - namely, more local control of schools. I made no secret about the fact that I supported “One City, One School District,” (just read through the comments of this thread). But there’s no doubt that OPS overplayed its hand quite a bit, and got burned for it. Chambers was waiting for his moment with the OPS breakup, and the legislature, out of spite against OPS, went right along and passed a hasty bill - which our pandering lightweight of a governor then signed into law.

The behavior of the school superintendents throughout this debate has been childish. None of them want to give up any power, none of them want to give up any money. Their main focus is on their own interests, and not the overall good of their students or the city of Omaha.

Any compromise is going to look good in comparison to the disaster that was LB 1024 last year. And the good news is that debate will not be hasty, there will be time to hash out what’s wrong, what’s right about the bill, and have things a little bit more open and a little less rushed than last year.

I’m going to be interested to see the debate play out, as I’m still not quite sure what to make of this bill. We’ll see just how realistic this compromise is, and whether it can actually solve the problems facing Omaha’s public schools.

Making The Case For a Larger City Council

Yesterday, LB 405, which would increase the size of the Omaha City Council to 9 members, passed the first round of voting in the unicameral, 25-16. The bill, introduced by Sen. Dwite Pedersen of Elkhorn, and co-sponsored by Sen. Gwen Howard of Omaha, was the subject of some heated debate yesterday in the legislature.

I worry that a few members of the legislature are missing the point, here. Mistaking the parts for the whole, as it were.

First, there’s Mick Mines, of Blair, trying to be offended on behalf of Omaha:

“This one feels like a poke in the eye to Omaha,” Mines said.

The idea originated with Omaha City Councilman Jim Suttle about a year and a half ago, and he spoke on its behalf in committee. It’s cosponsored by an Omaha state senator. Just because Mines’ district extends into a small section of Omaha doesn’t mean that he gets to speak on behalf of Omaha.

Ernie Chambers, Lowen Kruse, and Don Preister, I think, miss the point here. Mistaking the representatives for the people. Slightly diminishing Frank Brown’s influence (from one of seven to one of nine) on the council doesn’t diminish the people’s representation. The people’s representation is being harmed greatly by the failure of the city council to grow along with the city.

Chambers, Kruse, Mines, and Preister, are confusing Pedersen’s legitimate reason for the bill - to give Elkhorn a single representative - with the overall effect of the bill. Nothing has done more harm to minority influence on the council than the westward growth of the city council.

Consider the city council boundaries in the last election, and the new ones recently passed by the City Council.

District 1:  Jim Suttle’s district - which includes Florence and parts of North-Central Omaha, moved west to I-680 north of Dodge and south of Blondo. The western boundary of that part of the district used to be just west of 77th St. at Cole Creek Dr.

Districts 2, 3, 4: All three districts had their boundaries shifted to the north.

You can’t possibly make a case that the boundaries of Garry Gernandt’s district are helping minority representation. District 4 encompasses virtually all of South Omaha from the river to 72nd Street. The westward expansion of the city has pushed the boundaries of east Omaha districts to the west.

This move makes sense. It makes sense for Omaha. It makes sense for North Omaha, South Omaha, Florence, Dundee, Benson, Millard, Elkhorn, and the rest of the city. It puts the power back in the hands of the people. Stop arguing about how the influence of one councilman will be diminshed, and realize that the influence of one voter will be greatly increased. Maybe that’s what some on the city council are afraid of?

Is Philip Erdman a Bully?

I received an email from the Center for People in Need today. The email referenced the anti-bullying bill in the Nebraska Legislature. Many of you are familiar with the bill, and familiar with State Senator Philip Erdman’s attempt to derail it. I’ve included the email below, and some other stuff.

PLEASE STOP ATTEMPT TO GUT ANTI-BULLYING BILL (LB205) ACTION ALERT

ISSUE: LB205 requires each school district to develop and adopt a policy concerning bullying prevention and education for all students. The bill is on General File (First Reading) and rapidly moving up on the agenda.

PROBLEM: Sen. Philip Erdman of Bayard (Dist. #47) is attempting to render LB205 useless. He initially filed a kill motion on the bill which he has withdrawn. He now is proposing an amendment which would eliminate the definition of bullying and the requirement for schools to have bullying policies. His proposal simply would add bullying to the existing code of conduct while removing disciplinary action.

ACTION: Please send a message to State Senators as soon as possible. Ask them (1) to reject Sen. Erdman’s amendment (AM337) or any other attempt to kill or water down the bill, and (2) to vote in support of LB205.

GENERAL MESSAGE: I urge you to reject attempts to kill or weaken the provisions of LB205, the anti-school bullying bill. Please support the bill in its current form. Thank you.

Unicam to Consider Increasing Size of City Council

News from the Omaha World Herald:

LINCOLN - Elkhorn residents would get a bigger voice in Omaha city government under a bill advanced Tuesday to the full Legislature.

Legislative Bill 405 would add two members to the City Council, increasing the total to nine, and require that district boundaries be redrawn. The new members would be appointed until their successors could be elected in May 2009.

Here’s the text of LB 405, if you are interested. The council members would be appointed by a majority vote of the city council.

It’s worth noting that Jim Suttle first proposed this idea, and testified at the hearing in favor of Sen. Pedersen’s bill. We had a great discussion about this when the idea first came up (link below), and now that it’s moving closer to reality, I’m wondering what everyone thinks of it.
