Democratic Congress: Kick’n It For College Kidz

The U.S. Congress hasn’t been too great on a lot of things (getting us out of Iraq, stopping Bush’s conservative agenda), but they’ve been doing a great job going to bat for students on the issue of Student Loans & College Cost Reduction.

Just last week a very important piece of legislation was passed through the Congress which (if signed into law) is going to make college costs a lot lower for all of us. The speaker’s office put the above video together… it’s a spoof on all those eHarmony dating service adds.

Lee Terry Hates Poor Kids

You see, today Terry & 158 of his extreme-right-wing friends (including Nebraska’s other two congressmen, Smith & Fortenberry) voted against the SCHIP renewal and expansion. Thankfully, the bill still passed with a huge bipartisan majority of 265 votes.

CHIP (the Childrens Health Insurance Program) was a 1990s program that provided Medicare-style health insurance to poor kids who can’t otherwise get coverage.

On a personal note… I am a direct beneficiary of CHIP. Without it, I would not have had health insurance for a significant portion of my childhood. Anyone who has ever had the fortune / misfortune to hear me play guitar can thank CHIP, since I broke my finger when I was little playing football, and CHIP allowed me to get it fixed.

But passing this bill isn’t about me, it’s about the 65,000 kids in Nebraska who will loose their health insurance options if Lee Terry has his way.

Here are some key stats on Nebraska SCHIP health insurance:

    Number of Nebraskan kids enrolled in CHIP: 44,981
    Number of Nebraskan kids eligible for CHIP or Medicaid but not enrolled: 18,211
    2008 Funds available under bipartisan bill: $42,204,503

So, let’s get this straight: Lee Terry just voted against insuring poor kids. Specifically, he voted against 65 thousand of those kids right here in Nebraska, and he voted against 40 million dollars in funding Nebraska would have gotten to help pay for those kids.

Good job Lee, way to show your true colors.

“Terry Lee” Almost Suffers Beatdown

Oh, how sorry I am that I missed this one…

Apparently, Lee Terry decided to pick a fight with Rep. Jesse Jackson, Jr. after hearing shouts come from his direction on the House Floor. Now, Terry’s never been the brightest Representative, but falsely accusing a kung fu master (seriously) of instigating a fight is probably not the smartest thing to do.

Terry finally apologized after it was clear that Jackson wasn’t the one who shouted out whatever it was that Terry took offense to in the first place. But think about how that fight would go. Seriously, look at the photos in this post at Leavenworth Street.  I especially like the juxtaposition of Terry’s dorky Cat in the Hat with the bad-ass kung fu pose of Jackson.

No fistfights on the House floor, yet. But it’s still early.

Lee Terry Sells Out College Students

Wednesday, the House of Representatives passed an overhaul of student aid, slashing interest rates on student loans, raising the pell grant limit, and adding loan forgiveness provisions for public servants.

Not surprisingly, our “representatives” in Congress voted against the bill, which also cut federal subsidies to large lenders such as Nelnet, the huge Republican contributor based in Lincoln, Nebraska, that got away with swindling taxpayers out of $300 million, and Sallie Mae.

Just as a reminder, when the issue came up in January, Lee Terry voted for cutting interest rates, in part because he said he remembered how difficult it is to pay for college. (Yeah, I’m sure Lee Terry, Jr. ever had to worry about student loans). Evidently, there’s no such empathy this time around, only concern over how his biggest contributors aren’t going to be able to exploit students and taxpayers quite so easily anymore.

Not that it should come as any surprise, of course, but Lee Terry, Adrian Smith, and Jeff Fortenberry have long since abandoned anything but blind partisan loyalty.

Lee Terry and Ethical Hypocrisy

For someone who has deemed earmark rules too confusing to bother with, shirking his responsibility to his district on a regular basis, and despite his own involvement in pork projects, Lee Terry certainly talks a lot about ethics reform. Even though he voted against some of those reforms in January.

With the news of indictments against Rep. William Jefferson (D-LA), Terry tries to paint the Democrats in Congress with this scandal. But it’s the Republican leadership over the last twelve years that has been feeding this culture of corruption. I’d be lying if I said Jefferson wasn’t a sad symbol of the insiders protecting their own, and that he didn’t deserve to be thrown out of Congress, but Terry is in no position for righteous indignation.

Terry received campaign contributions from indicted former House Majority Leader Tom DeLay ($10,000), as well as current House Republican leaders Roy Blunt ($13,000), and John Boehner ($20,000). Now, I had a lengthy discussion with Terry earlier this year about whether he believes money is harmful in politics (not surprisingly, he does not believe it’s a problem). This was one of the biggest distinctions between Terry and Jim Esch last year: Esch recognized that you can’t effect change if you are beholden to special interests as much as Lee Terry is.

Terry allies himself closely with the very people responsible for the lack of oversight and the total neglect of responsibility over the last decade in Congress, then has the nerve to claim he is a reformer. It’s actually quite sickening. Let’s make things right in 2008. Let’s get Lee Terry out.

What Did Lee Terry Learn In Iraq?

Deepest apologies for being a week late with this analysis, but I couldn’t let Lee Terry’s Iraq visit go unnoticed.

Here’s a sample of Lee Terry’s in-depth reaction to the situation in Iraq:

“Some politicians in Washington wrongly believe they should declare Iraq a lost cause and broadcast a false message that demoralizes our troops and emboldens the enemy,” Terry said. “The briefings I received from military commanders and discussions I had with Iraqi leaders showed me otherwise – that the war is not lost, and the Iraqis are pleading that not abandon them.

Listen, I don’t doubt the sincerity of Lee Terry’s beliefs. It’s just that he’s wrong. And in the face of evidence that he’s so terribly wrong, he chooses to ignore the evidence. Fortunately, for his sake, he doesn’t make any comparisons between the streets of Baghdad and the Old Market similar to those of his colleague Mike Pence of Indiana. So maybe there’s a bit of hope - he’s not completely detached from reality.

As Smith Watch pointed out when Adrian Smith took his trip to Iraq, Terry himself made the observation that is increasingly clear as we look at his reaction to this trip:

Terry said he has noticed that other congressmen’s rhetoric on the House floor remains the same after their trips to Iraq.

He said his goal on the trip with Nelson is to keep an open mind and assess the problems, not just reinforce his preconceived notions of what’s going on. He said being in Iraq beats a briefing in Washington.

“You just have a deeper level of understanding when you have your own feet on the ground,” Terry said.

Of course, looking at Terry’s rhetoric after the visit to Iraq, it seems to be exactly the same as his rhetoric before the visit. And given the facts and the realities of the situation on the ground, it’s difficult to believe that Terry had an accurate picture of Iraq before his visit. In fact, given his rhetoric, it’s clear that he doesn’t. It’s difficult to see any optimism in what was the deadliest month of violence in Iraq in 2007. It’s hard to believe that, after 4 years, there are any reasons to hope for progress. Terry himself seems to be scrambling for anything to cling to, suggesting that perhaps he didn’t quite “keep an open mind” about his visit.

Terry’s arguments have been typical of his stance on Iraq - though thankfully, at least this time, devoid of any reference to “islamofascists” or “jihadists.” There’s little change in his rhetoric from before his visit to after his visit.

Just remember - this is Lee Terry’s “open mind.” There’s so much wrong with this war it makes me sick - but how the pro-war crowd can still justify it to themselves is beyond disgraceful, and impugning the loyalty of those of us who want to be responsible citizens in the world is the height of hypocrisy.

Lee Terry Q1 Fundraising Numbers

Lee Terry, Nebraska’s longest-serving (doesn’t that seem weird) Congressman had some good fundraising numbers this last Quarter.

According to the latest FEC filings,
Terry raised, $147,679 and 92 cents.

His current Cash on Hand (CoH) is $215,229.

If he runs for Senate in ‘08 (which will only happen if Hagel decides not to) then he’s going to make sure he has a lot of Cash to do it. And if he runs for reelection, it’s going to be tough to take him down. Another problem we’ve got right now is that, unlike in ‘06 with Jim Esch, I don’t think Terry is going to be caught off-guard by a grassroots candidate again.

So what can we do?
Organize, organize, organize.
We’ve got to register more voters, organize more Democrats, start more Nebraska Young Democrats chapters, and all around get ready to roll. We’ve got to call Terry out (on this blog and in the mainstream media) when he votes against our interests, warmongers, flip-flops, and all the other things he does on a regular basis.

Terry may have more money, but his positions are out of step with this District.

Chuck Hagel: $142,460 raised,  $230,214 cash-on-hand.

Jeff Fortenberry:  $121,245.23 raised, $118,593.48 cash-on-hand.

Adrian Smith:  $99,189.64 raised, $94,122.43 cash-on-hand.

Lee Terry Admits He Was Wrong, And Calls on Gonzales To Resign

Because of the politically motivated “Prosecutor Purge” scandal, Lee Terry has officially called on Attorney General Alberto Gonzales to resign.

A Republican congressman on Saturday urged Gonzales to resign, citing what he said were Gonzales’ contradictory statements about his role in the firing of eight federal prosecutors.

“I trusted him before, but I can’t now,” said five-term Rep. Lee Terry (news, bio, voting record), whose district includes metropolitan Omaha.

Gonzales’ credibility took a blow this past week during testimony by his former chief of staff, Kyle Sampson, before the Senate Judiciary Committee. Sampson, who resigned March 12, said the attorney general was regularly briefed about plans to fire the prosecutors and was involved with discussions about “this process of asking certain U.S. attorneys to resign.”

Lawmakers impatient to hear Gonzales’ side of the story said the embattled attorney general needed to explain himself quickly or risk more damage to his department. Gonzales is to testify on Capitol Hill on April 17.

“My views were that this was Democrat posturing and a witch hunt,” Terry said. “My trust in him in that position has taken a hit because of these contradictory statements by him.”

Terry’s change of heart came on the first day of a two-week break for House members and Republicans hoped to avoid spending much of that time on the defensive about Gonzales.

Notice how Terry admits that he was wrong; that he misjudged Democrats, that he presumed the worst of partisan motives, that he abdicated his roll in Congressional oversite, that he misjudged Gonzales, and also the fact that he joined the calls for Resignation only after basically everyone else already had.

Welcome to reality Mr. Terry. We’re glad you decided to join us.

Lee Terry’s Pork Problem

If we didn’t already have enough evidence of Lee Terry’s hypocrisy on the subject of earmarks, there comes this excellent story from the Sunday Omaha World-Herald detailing one particular federal earmark for an I-80 bypass in southern Sarpy County - leading to a gravel road on an area of land owned by a single developer. The developer leased land to Public Service Commissioner Tim Schram, who helped lobby Congressmen Lee Terry and Jeff Fortenberry (as well as then-Congressman Doug Bereuter), and Senators Chuck Hagel and Ben Nelson for the federal dollars. Seldin (the developer), and the President of his company, contributed $6,300 to Terry, $2,750 to Fortenberry, $8,000 to Nelson, and $3,300 to Hagel.

I’d encourage you to read the entire article. It’s not often that the World-Herald nails a story, but they have a wealth of information here. But here’s the key: it’s government waste that directly lines the pockets of a lobbyist or those who he lobbies for. The very definition of pork. The article rightly points out that none of this is strictly illegal. But things of this nature raise huge ethical questions about who our elected officials, from a Public Service Commissioner to a United States Congressman, are actually serving. And it illustrates the absolute hypocrisy of elected officials who profess that they are against government waste and pork-barrel spending.

Jeff Fortenberry, who won the prize for most disingenuous objection to the Iraq spending bill on Thursday, came through with $1.6 million of the $4 million total earmark. Terry, who has paid plenty of lip-service in the past three months to “reform,” earmarked $800,000.

The cost to Sarpy County? At least $3 million. And the people responsible for this swindle want more:

But an attorney for Seldin Co., Pat Sullivan, voiced a different view last spring when the Sarpy County Board took up the question of how to pay for a $500,000 environmental study. Sullivan reminded the board that the company had spent “tens of thousands” of dollars lobbying Congress and said the company’s efforts had been “instrumental” in obtaining the earmarks.

At the time, Sullivan was explaining why Seldin Co. would not contribute $50,000 toward the cost of the study, something suggested by the county surveyor Lynam. Without a donation, taxpayers will pay the full $500,000 bill.

Sullivan told the board that a contribution from Seldin to the study was “not in the cards.”

In an interview, Seldin explained that an interchange would benefit all nearby property owners.

“If it’s of general benefit to everybody in the area,” Seldin asked, “why should we pay more than our share?”

Lee Terry’s Iraq Problem

We’re going to spend quite a bit of virtual ink on this bill, because it is monumentally important. It is by far the most important piece of legislation this Congress has considered to date, and it demonstrates clearly that Congress will take steps to end this war.

I want to start by stating that there’s virtually nothing that happens in Washington that is free of politics. Any accusation that one side is simply “playing politics” on an issue as important as this diminishes the importance of the debate, and insults the intelligence of the American people. The vast majority of Americans support this legislation, as John noted below. They voted to end this war in November. This is not political grandstanding. It’s quite the opposite. This is real. If the President wants to play games with this, he can. But he’ll be the one withholding funds from the troops in Iraq.

As always, we’ll turn to Lee Terry’s floor statement:

I strongly support benchmarks and high accountability for military and political progress in Iraq, but not in a manner that hurts our chances of accomplishing those goals. Under this legislation, U.S. troops would be withdrawn from Iraq unless the President’s benchmarks for progress are met by July. This unreasonable requirement would not give General Petraeus enough time to show if the new “troop surge” is effective.

Of course, right after Bush announced the “troop surge,” Gen. Casey said that it would only take 60 to 90 days to know if we’ve made any progress, and that the additional troops could come home by late summer. Now, the administration and its enablers in Congress are moving the goalposts yet again. Just give it more time. The problem is that this strategy is no different from the strategy this administration has pursued in Iraq for the past four years. It’s “stay the course” on steroids. Look at the language Terry uses and tell me it doesn’t sound identical to the language he used in the debate with Jim Esch last October.

Glenn Greenwald:

We are endlessly subjected to shrill descriptions of nightmare scenarios if we leave. But we hear virtually nothing about the nightmare scenarios from staying. The “debate” over withdraw now might seem cosmetically different from the one we had in 2003 over whether to invade, but the fundamentals are unchanged. The same people who drove the debate then are driving it now. The same manipulative techniques are used with little check from the national media. And that is why we’re staying — and staying and staying.

We’ll come back to that argument in a minute, but for now let’s move on to the meat of Terry’s floor statement, the patently false assertion that much needed relief for farmers across the country and victims of Hurricane Katrina somehow was meant to buy the votes of Democratic House members:

The authors of this bill are talking out of both sides of their mouths. In attempting to reach a compromise, they would fund the troop surge while dooming it to failure by not allowing enough time to see if it works. It is clear that a forthright and honest vote on withdrawing U.S. troops would fail. The Majority Party’s Leadership has instead chosen to entice Members of Congress with pork-barrel spending in exchange for their vote on this bill.

The emphasis there is mine. I want to focus on that particular statement for a moment, because it is so clearly false on its face. Take a look at the Democrats who voted against the bill. Among them: Rep. Dennis Kucinich (D-OH), Rep. Maxine Waters (D-CA), Rep. Barbara Lee (D-CA), and Rep. Lynn Woolsey (D-CA). The Democrats who threatened to kill this bill were progressive Democrats like these, members of the House Out of Iraq Caucus, who did not feel the bill went far enough. At the 11th hour, the liberal Democrats relented, and promised to deliver the votes needed to pass the bill. They didn’t have their votes bought by pork-barrel projects, their opposition was principled: they did not want to spend another dime on this war.

Rep. David Obey (D-WI):

Speaker, yesterday a number of members on the Republican side of the aisle sought to belittle the legislation before us because in addition to funding the needs of the troops in Iraq it contains money to address a number of domestic priorities. To ridicule that legislation, they suggested — they tried to belittle items such as funding for levees in New Orleans and agriculture disaster payments . And in that they have been joined by editorial writers at papers such as “The Washington Post.”

Like The Post, the Republican speakers of yesterday indicated that their main objection to this legislation is the way it tries to create pressure to end our military involvement in an Iraqi civil war. Those speakers and the Washington Post editorial writers make no effort to understand why these additional items are there. They simply ridicule them for their own purposes…Let me submit to you the problem we have today is not that we didn’t listen enough to people like the Washington Post. It’s that we listened too much. They endorsed going to war in the first place. They helped drive the drumbeat that drove almost 2/3 of the people in this chamber to vote for that misguided, ill-advised war. So I make no apology.

A general theme is emerging, here. They have been wrong about everything. Not some things. Not a lot of things. Everything. Every prediction they made was wrong. They ignored the realities of what would happen if we invaded, and made naive predictions about the ease with which we would defeat the enemy, stabilize the country, and establish a democratic government in Iraq. They vastly overestimated the threat posed to us by Iraq, and vastly underestimated the threat posed to us by insurgents after the fall of the Iraqi government.

Now they presume to tell us that leaving Iraq would be a disaster of immeasurable proportions. What they fail to realize is that we’ve already created the disaster. That if the worst case scenario they envision - a regional war pitting Sunni against Shia - happens, the only thing that could possibly make it worse is our presence in the middle of it.

We have no credibility in the region, none at all. And because of that, we cannot broker anything resembling a peaceful solution. Our presence in Iraq only leads to more violence. There is no strategy. There is no plan for “victory.” There is simply a naive hope that somehow, tomorrow, or six months from now, or two years from now, continuing to do what we’ve been doing for the last four years will somehow result in success. Enough. It’s time to get out. Time to end the dishonest debate and engage this on its real merits.

This district sent you back to Congress in spite of your unquestioning loyalty to the President, Mr. Terry, not because of it. It’s time for you to understand that.
