Since Bush took office, Congress has allowed the administration to arbitrarily ignore or blatantly violate the Constitution, the nation’s laws, and the rights of the citizens. It is Congress' duty to censure Bush and Cheney, who have done incalculable harm to America. But that still doesn't go far enough. Congress should also pass legislation that makes clear to Bush and Co. that any attempt to fabricate a Gulf of Tonkin-like incident and/or start a war with Iran without Congressional approval will result in criminal charges.
